Research and Advocacy Programme produces thematic research reports
on issues of concern on a periodical basis, and a quarterly magazine
called The Examiner
A. Research Work
1. "Fostering
the Transition in Achoiland: From War to Peace and from camps
to home" - Launched 26th February 2002; The report recommends
among other things government and IGOs/NGOs need to guarantee the
right to voluntary return, in safety and dignity by provding an
enabling environment for return, particularly in accordance with
the National IDP Policy, and hence must avoid doing anything, intentionally
or unintentionally that may hinder or bias people. The IDPs should
lead the process and determine how they shall return and we should
be accountable to them.
2. Between
Two Fires: The human rights situation in IDP camps within Gulu district
- Launched 26th February 2002; The report recommended the immediate
dismanttling of the IDP protected camps as they did not seem to
serve their purported purpose.
3. Film - Between Two Fires: Torture and displacement
in northern Uganda. - A 14-min documentary on the torture
and displacement issues experienced by IDPs in Acholiland - Launched
March 2006 in New York
4. The
Hidden War the Forgotten People; War in Acholiland and its ramificatons
for peace and security in Uganda. Launched in Kampala
on 15th October 2003

B. The EXAMINER Magazine
The EXAMINER Magazine is a free publication of HURIFO that covers
mainly topical human rights issues affecting northern Uganda. Related
articles from the general public are also carried in the publication.
This publication has been
produced every quarter since 2003 and was made possible with the
funding support from DANIDA.
