| Human
Rights Focus (HURIFO) has structured under two main programmes:
1. HUMAN RIGHTS PROMOTION
AND PROTECTION PROGRAMME (HRPPP);
Under this programme, HURIFO
carries out projects that would support the access and strengthening
of human rights protection mechanisms with an attempt to meet internationally
set standards.
Basic Legal Advice,
counselling and dispute resolution
Cleints approaching HURIFO office can access free advice and counselling
on various issues or complaints. HURIFO also uses Alternative Dispute
Resolution to mediate between conflicting parties or indivudals.
This approach also acts as an educative measure to the conflicting
parties and the local leadership of the area that have handled the
case.
Litigation support
HURIFO has selected test cases where victims of human rights abuse
mainly of torture in nature are assisted to file suit in courts
of law. This programme is aimed at awakening and encouraging other
sleeping victims of similar violations to come out and seek redress
through use courts and law. This litigation programme provides the
selected victims with the services of a paid lawyer who shall prepare
and represent the victims in court. Since the start of this programme
in 2003 eighteen cases have been filed in the high court of Gulu
of which six have been disposed of though high court judgements
and one an out of court settlement, all in favour of the victims.
The state is now indebted to five persons a sum of Uganda shilling
UGX 150million which is an equivalent of US Dollars $ 100,000. Due
to delays in Judicial system the others are still pending.
Capacity Building
HURIFO promotes human rights in the community through training of
selected local leaders, women's groups, and Human Rights Volunteers.
With the knowledge on basic laws and human rights the local leaders
can assist victims of human rigths abuse access redress and providing
the necessary support document.
2. RESEARCH AND ADVOCACY
PROGRAMME (RAP);
Under Research Human Research
and Advocacy Programme (RAP), HURIFO carries out thematic human
rights research projects on identified human rights concerns particularly
for advocacy purposes.
Research works
The conflict in northern
Uganda has meant that HURIFO research works have been mostly around
issues of the conflict. The research involves monitoring, investigating
and documentation of human rights abuses and violations in and around
the Acholi sub-region. Outside the Acholi sub-region the research
has targeted on displaced populations in eastern and western Uganda.
From time to time thematic researches on critical issues have been
carried out to prodcue reports for advocacy.
Advocacy
Similarly the advocacy has mainly been centered around the conflict
in northern Uganda and issues of displaced citizenry. The programme
uses a number of strategies: - a one-hour talk-show on the local
radio station Radio MEGA every Friday evening from 8pm to 9pm; a
quarterly newsletters THE EXAMINER; periodic situational reports;
and networking with other organisation to raise awareness various
matters thereby probably prompt appropriate action by the state.
